We are recruiting an experienced Finance Business Partner with strong Housing Revenue Account (HRA) experience to support a local authority on an initial six-month contract.
This is a senior, hands-on finance role taking responsibility for the financial management of Housing services, with particular focus on the Housing Revenue Account.
### The Role
You will lead on the production and management of the Council's annual HRA revenue and capital budgets, financial monitoring and statutory year-end reporting.
Key responsibilities will include:
Leading the annual HRA revenue and capital budget-setting process
Managing HRA budget monitoring, forecasting and year-end outturn
Producing the statutory HRA year-end account and supporting working papers
Maintaining and developing the 30-year HRA Financial Business Plan
Calculating annual HRA rents and service charges
Providing financial advice, challenge and support to Housing managers and senior leadership
Supporting the Housing Capital Programme and advising on appropriate funding
Preparing financial reports and commentary for senior management, Cabinet and Committees
Providing technical advice around the HRA regulatory and statutory framework
Liaising with internal and external auditors
Supporting wider Housing services including Private Sector Housing and Homelessness
Identifying financial pressures, risks and opportunities and recommending appropriate action
### About You
This role requires someone who can operate confidently at a senior level within a local authority Housing finance environment.
Essential:
Significant Housing Revenue Account (HRA) finance experience
Strong knowledge of HRA accounting, budgeting, forecasting and statutory reporting
Experience within local authority/public sector finance
Qualified accountant – CIPFA, ACCA, CIMA or equivalent
Strong financial modelling, analytical and budget management skills
Ability to advise and challenge senior managers confidently
Experience producing financial information and reports for senior leadership and/or committees
Previous responsibility for HRA year-end accounts, HRA business planning and Housing Capital Programmes would be particularly valuable.
### Working Arrangements
The role can be undertaken predominantly remotely, although occasional attendance will be required at offices in Lowestoft and Melton.
There may also be occasional evening attendance required for Cabinet or Committee meetings.
Rate: £500 per day
Contract: 5 October 2026 – 2 April 2027
Hours: 37 per week
