Job Description
Our client is seeking an ambitious and strategic Transport Projects & Programmes Team Manager for a contract opportunity. The role will lead a multidisciplinary team delivering major transport schemes and programmes that improve connectivity, support local communities and enhance transport infrastructure.
Key Responsibilities:
Provide visible leadership to a team of approximately 30 officers responsible for transport project and programme delivery
Lead the delivery of a major capital highways programme valued at approximately 250 million over the next four years
Oversee business case development, commissioning, programme management, monitoring, design and implementation
Manage a diverse portfolio including advanced feasibility and junction design, maintenance schemes, major transport infrastructure projects and developer-funded programmes
Lead the preparation of Green Book major scheme business cases for the Department for Transport
Ensure effective financial management, governance, risk management and performance monitoring across the programme
Provide leadership across Senior Responsible Officer and Compulsory Purchase Order processes
Build strong relationships with internal teams, delivery partners, communities, developers and external stakeholders
Job Requirements:
Significant experience delivering highways schemes and complex transportation programmes
Strong knowledge of highway and transport project management, programme governance and delivery assurance
Experience leading multidisciplinary teams within a local authority, public sector or comparable infrastructure environment
Understanding of advanced feasibility, junction design and the development of major transport infrastructure proposals
Experience preparing or overseeing Green Book business cases and working with Department for Transport requirements
Strong financial, performance and risk management skills across large capital programmes
Understanding of Senior Responsible Officer and Compulsory Purchase Order processes
Excellent leadership, communication, negotiation and stakeholder management skills
